Petition against bylaw

To: United Counties of Prescott & Russell

The United Counties of Prescott Russell are trying to pass a by-law that prohibits the use of Off Road Motorcycles in the Larose Forest, Ontario’s second largest reclaimed municipal forest (28,000 acres).

They intend to allow ATVs to create single use trails on public land as follows:

"A BY-LAW TO REGULATE AND TO PROMOTE RESPONSIBLE ENJOYMENT AND USE OF TRAILS IN THE LAROSE FOREST BY MOTORIZED VEHICLES

The purpose of the By-law is to regulate the use of motorized vehicles within the Larose Forest.

The trails approved for use by vehicles and for use by ATV’s exclusively are shown on Schedules B and C. Every person caught using a motorized vehicle other than on the trails identified on Schedules B and C is guilty of an offence."

This By-law is scheduled to be approved by County Council on March 27, 2007 by County Council.

By signing this petiition you are indicating that you oppose this proposed by-law and agree that Off-Road Motorcycles should be allowed to continue using Larose Forest under a stewardship agreement that addresses issues such as sound levels, volunteer trail patrols and additional named liability insurance naming the county for $5,000,000.

Au Conseil des comtés Prescott & Russell

Le Conseil des comtés de Prescott & Russell tente de faire adopter un réglement interdisant l'utilisation de motos
hors-route dans les sentiers de la Forêt Larose, celle-ci étant la deuxième plus large forêt reboisées en Ontario (28 000 âcres).

Ce Conseil a l'intention de n'autoriser que l'utilisation, et ce, de façon exclusive, des VTT dans les sentiers d'un terrain public et cela va comme suit:


UN RÈGLEMENT POUR ENCADRER ET PROMOUVOIR UNE UTILISATION RESPONSABLE DES SENTIERS PAR DES VÉHICULES MOTORISÉS À L'INTÉRIEUR DES LIMITES DE LA FORÊT LAROSE

Le but du règlement est d'encadrer l'utilisation des véhicules motorisés à l'intérieur des limites de la Forêt Larose. Les sentiers désignés pouvant être utilisés par des véhicules motorisés et pour l'utilisation exclusive des VTT sont identifiés aux Annexes B et C. Toute personne prise à circuler avec un véhicule motorisé autre que sur les sentiers désignés aux Annexes B et C est passible d'une amende.

En signant cette pétition, vous faites savoir au Conseil des comtés votre désaccord à cette proposition de règlement et que vous êtes plutôt en faveur du fait que les motos hors-route continuent d'utiliser les sentiers de la Forêt Larose sous certaines conditions, telles que le niveau de bruit permis, des patrouilleurs volontaires et une assurance-responsabilité additionnelle pour le comté de 5 000 000 $, qui se seraient contenues dans une entente.

No dirt bikes allowed in Larose Forest

Snowmobiles and ATVs are the only motorized vehicles allowed in the Larose Forest and even they won’t get to drive every trail in the woods.

The United Counties of Prescott-Russell Council votes later this month on a new bylaw to restrict motorized access.

The United Counties of Prescott-Russell (UCPR) is responsible for managing the Larose Forest.

The bylaw is one of the first results of public consultation to develop a new business plan and multi-use strategy for the popular wooded area.

Snowmobilers and ATV riders already are allowed to use some trails in the forest for their activities.

That situation won’t change with the new bylaw but no other motor vehicles will be allowed in the forest.

The Ottawa-based Bytown Motorcyclists Association had applied last fall for permission to use some of snowmobile and ATV trails for dirtbiking. UCPR Planning Director Louis Prévost has informed the group that its request is denied.

Meanwhile the UCPR is stepping up enforcement of local bylaws and provincial regulations regarding snowmobiles and ATVs in the Larose Forest, Morin Forest and on the Prescott-Russell Recreational Trail.

Last month a snowmobiler was arrested for racing along the Bourget section of the P-R Trail at 145 kilometres in a 50-kilometre zone.

just to let you know...

here in Quebec (la belle province) we have heard about your issues with this bylaw ... so already some of us have started signing your petition....


so let me just use this forum to tell you that we , in Quebec , we also have major issues with government .. mainly with the registration fees

so a major gathering will happen on Sunday May 20th in front of the Quebec Parliement... so feel free to join... and rasie your voice with us

I have been following the registration issues as well and think it is way out of hand. It is almost impossible to plate and insure a motorcycle. We moved from Quebec seven years ago, so I know what you are talking about completely. Le Journal de Montreal has not helped the issue either, with their sensationalizing of motorcycle accidents....

Please, let us know when the rally will take place. Good luck.
